The L.vtton Commission is informing the League of Nations Council that it does not desire to modif3 r its report. Mr Norman Davis conferred with Mr Matsuoka and suggested opening constructive negotiations for a settlement of the Manchurian dispute. The Japanese regard Mr Davis’s intervention as indicating that America encourages a direct settlement.
