RESTRICTION ON PLANTING. Received November 24, 1.20 p.m. RIO DE JANIERO, Nov. 23. President Vargas issued a decree on Wednesday prohibiting the planting of coffee anywhere in Brazil for a period of three years to counteract the glut in the market.
