President Hoover talked over the question of war debts with Mr Roosevelt, the President-elect, at White House on Tuesday, but found that Dir Roosevelt is still of the opinion that the immediate question of the December 15 payments is a problem for the present Administration. It was learned from associates of Mr Roosevelt that he still felt that the decisions to be made now are the decisions of Mr Hoover. Mr Roosevelt indicated during the campaign that he wanted to remain freo to deal with the whole question of the foreign situation as one piece. The Daily Telegraph’s diplomatic correspondent (says: “Assuming the United States refuses an extension of the debt moratorium, the suggested courses open to the Powers are:— “ (1) Payment of the instalment accompanied by a declaration of the hardships of the debtor country and the disadvantages of international trade, including America’s. “(2) Default also accompanied by a reasoned statement. “(3) An offer to pay the instalment into a suspense account pending the outcome of wider negotiations. “It is unnecessary to say that, whatever is the attitude of the other Powers, Britain will not consider default.”
