GERMAN STALEMATE

3.45 P.M. EDITION

FORMING A CABINET. (United Press Associationßy Electric Telegraph—Copyright.) Received November 23, 1.45 p.m. BERLIN, Nov. 22. It is understood that Herr Hitler is informing President Hindenburg tomorrow that it is impossible to form a Cabinet on President Hindenburg’s conditions. Consequently, it is useless negotiating with the other partyleaders. Herr Hitler and the Nazi leaders discussed President Hindenburg’s reply, which was friendly but insisted that' Cabinet must be on a Parliamentary basis. The reply forces Herr Hitler to attempt a Coalition or acknowledge his failure. The indications at nresent suggest that Herr Hitler is unlikely to obtain sufficient support from the other parties, although he has not yet met their leaders.

President Hindenburg insisted upon conditions, such as adherenco to the gold standard and Herr von Papon’s economic programme, with the enforcement of the import quotas as part of Herr Hitler’s plan for the Chancellorship.
