INSTRUCTIONS TO COLLECTORS.

MUSSOLINI'S DECREE,

Received September 1/, 8.45 a.in. ROME, Sept. 16.

A decree by Mussolini announces that tlie income tax collectors in future will not be guided by tlie amounts declared by taxpayers, but will take into consideration income, the existence of which is obvious from tlie taxpayer’s manner of life. This is intended to counteract the cases of people living in luxury and declaring ridiculously small incomes.
