The absence of the German delegates on the sub-committee of exports of the Disarmament Budgetary Commission has created the unfortunate impression that Germany is certain to refuse to attend the disarmament deliberations pending the settlement of her equality claim.

It is feared that the committee will be compelled to adjourn until the difficulty is removed. .It is anticipated that the leading Foreign Ministers will discuss the situation at the League Assembly.

FRENCH REPLY.

(British Official Wireless.) RUGBY, Sept. 12. The text of the l<Yench reply to the German aide memoirs on the subject of equality of rights in respect of armaments was dispatched to Berlin after final approval by the French Cabinet on Saturday and was handed to the German Foreign Minister, Baron von Neurath, yesterday morning. A draft of the French Note had been already communicated to the British Foreign Minister for his information. In the same way the British Government had received a copy of the German representations. The Government is continuing its study of the situation.
