GERMANY’S CLAIMS

REPLY BY FRANCE. (United Press Association—By Electric Telegraph—Copyright.) Received September 13, 1.30 p.m. PARIS, Sept. 12. In the course of France's reply to Germany’s note in connection with armaments it is stated that Germany’s claim entailed rearmament, which would inevitably spread to all States subscribing to similar treaties, leading to the recommencement of tho armament race in Central and Eastern Europe. There-to'-o the whole of Europe was interested.
.i. was a question which France could not undertake to answer alone; tho whole naval status of tho Powers was involved. Therefore it was not prudent to give an individual reply, which would affect the military situation of the world. The necessary negotiations should not be commenced without a consultation of the Powers adhering to the Confidence Pact, of July 13, whereto Germany subscribed. t rance reserved the right to submit to tho League the reasons preventing her from agreeing to tho rearmament of Germany. Slie consented at Lausanne to certain sacrifices in the general interest and thinks she can cooperate with Germany in a search for a new statute not by returning to preparation for war, but by progressing with tne organisation of peace.
