COMMISSION’S REPORT.

TOKIO, Sept. 9. Contrary to reports emanating from China, official dispatches from Peiping indicate that the League of Nations Commission’s report does not accuse Japan of aggression. "While finding that Japan’s actions exceeded the needs of self defence, it also admits that the army probably believed it was justified. The commission does not find that Japan established Manchukuo as a puppet Government, and in conclusion admits that it would be impossible to return to the status quo.
