If the Governor, Sir Philip uame, agrees to the proposal of the Labour Caucus for swamping the Legislative Council with Labour nominees, at least fifty appointments will be necessary, so Ministerialists say. The question of 1 ..e Governor’s recall will depend on his answer.

The Labour Daily newspaper cites “how New Zealand smashed the Legislative Council’s power in 1891-2, when Lord Onslow was Governor,” and points out that the New Zealand Council obstructed many measures. The Governor refused additional appointments to the council, but his action was over-ruled by the Secretary of State for the Colonies.

As an outcome of the present impasse between the Premier and Sir Philip Game, the State Parliamentary Labour Caucus has passed a resolution expressing the. opinion that it was the duty of the Governor to accept the advice of his Ministers in regard to the appointment of more Labour members to the Legislative Council. Cabinet will meet on Monday, when it is expected that this resolution will be brought under the Governor's notice.
