LONDON TREATY MENACED. LONDON, April 19. The Observer’s diplomatic editor affirms that “although the drafting committee will meet again, the naval agreement between France and Italy is dead. “The question shortly will arise as to whether the London Treaty itself can withstand the further expansion of French naval armaments. Naturally, patience will be strained to the limit liefore the Governments of Britain, the United States, and Japan accept the consequences of the French policy, but the prospects are regarded -with misgiving.”
