WILKINS’ SUBMARINE. NEW YORK, Aug. 12. Sir Hubert Wilkins has placed a bond of 10,000 dollars executed by Ihe National Surety Company, as a guarantee to the United States Shipping Board that he will return the submarine 012 to the Government in good condition.
