FAR EASTERN CRISIS
REPLY TO CHINESE NOTES.
SOVIET’S EXPLANATION,
CONSIDERED UNSATISFACTORY. (United Press Association—By Electric Telegraph—Copyright). (Australian Press Association.) Received August 28, 10 a.m. SHANGHAI, Aug. 27. The Soviet has replied to the Chinese Note demanding an explanation of Russia’s hostile action.
The reply is to the effect that action was taken in self-defence, but that the Soviet is willing to restrict the activity of its troops on the condition that China disarms all the White Russians in Chinese territory, and prevents further incursions into Soviet territory. The Soviet adds that it will hold' China responsible for any outbreak of war if China refuses to consider the demands of the Soviet. The Chinese Minister considers the Soviet reply to be unsatisfactory, and has sent a sterner Note.
A Japanese report states that, following the arrival of General Bluecher at Harbarovsk, the Soviet is preparing for a big offensive, which is expected to commence early in September.
