Received August 28, 9.45 a.m. TOKIO, Aug. 27. Sleeping sickness is rampant in western Japan. Many deaths occur every day. An epidemic of cholera has broken out in Osaka, an important city of central Japan. The authorities are perturbed. Stringent precautions with regard to shipping are being enforced.
