CHINA AND JAPAN.
OUTSTANDING QUESTIONS.

A sidelight is thrown by a Chinese news agency on the present- impasse regarding the settlement of the various outstanding Sino-Japanese questions, for example, the Nanking incident of 1927, and tariff and treaty revision. Tho agency declares that Japan demands, (1) the exclusive right of construction of railways, and the opening of mines in Manchuria and Mongolia; (2) the recognition of Japan’s right to control tho Kiaochow-Tsian railway as a guarantee for the purchase of the said railway from Japan. Regarding tariff autonomy Japan is reported to be demanding the enforement of a provisional tariff schedule covering special products imported from Japan. Great importance is attached to the present visit to Nanking of Mr Arita, Chief of the Asiatic Bureau of the Tokio Foreign. Office.
