A QUERY.

(To the Editor.)■ Sir,—Tho public of Palmerston North have been much puzzled during the last week or two with regard to tho different' fines imposed upon the breakers of the borough by-laws. On November 21st a’man was brought up to answer to a charge of driving a motor car over the railway lino when tho incoming express was within half a mile distance (correct measurement 112 yards). For this breach of the law he was fined £3 and costs. Then on the 28th November a young man was brought to answer to a similar charge, that, of riding a bicycle over the railway line when the train was within 15 yards of him. He was ordered to pay £1 and costs. Why the difference in the two punishments?—l am, etc., FAIRPLAY.
