COMMITTEE APPOINTED. LONDON, Feb. 2. Lord Birkenhead has appointed a preliminary committee, under the chairmanship of Lord Justice Atkin, to consider the provision of facilities in London for tho study of the laws of the Empire.-—A. and N.Z. cable.
