PROTECTING CONSTITUTION. STATEAIENT BY DR AIARN. SPECIAL ATTENTION TO DEFENCE. (By Electric Telegraph.—Copyright.) Received February 4, 9.5 a.m. BERLIN, Feb. 3. Dr Alarx, in a statement at the opening of the Reichstag, declared that the Government recognised the Republican constitution whoso organisations and colours would be protected and honoured. Changes would he made only as constitutionally provided and forcible attempts at an alteration would he punishable as high treason. The Government was paying special attention to defence and strengthening the whole country’s confidence in the Reichswehr from which polities must be excluded. President Hindenburg’s decree against illegal recruiting would be carried out. The supreme task was the liberation of the second and third Rhineland zones. The continuance of the occupations was incompatible with Locarno and endangered the neighbouring relations. A policy of mutual understanding would solve the problem. —A. and N.Z. cable. ‘
