NEGOTIATIONS CONTINUED. LONDON, July 19. An optimistic view of the Anglo-Russian negotiations is taken by M. Rakov -ky. who bad a long conference with the Foreign Office this morning, and subsequently lie said many questions had already been settled. He expected a general settlement would not be long delayed.—A. and N.Z. cable.
