MR ASQUITH'S CONCESSIONS.

It is authoritatively stated in the lobby that Mr Asquith'6 proposals are sweeping, vesting in Ulster extensive control with the option of withdrawal at the end of a certain period. Members of all parties express the opinion that there will be an election in June.
Hon. Augustine Birrell (Secretary of State for Ireland) will reintroduce the Homo Rule Bill to-day. There will be no discussion, and it is expected that some weeks will elapse after Mr Asquith's statement to permit his proposal to be digested. Mr PagetVmotion has been dropped. The Union Defence League has taken up the appeal against Home Rule and is distributing a memorial throughout the Kingdom for signatures. The Nationalists are arranging a Home Rule demonstration.
