THE JAPANSES TREATY. (Bx Electrio Telegraph-Copyright,) (Per Press Association.) Received February 27, 8.5 a.m. WASHINGTON, Feb. 26, The new Japanese treaty doesn't alter the tariff provisions of the 1894 treaty, but the new trade arangement may be made any time it is thought desirable. Such an arrangement will probably follow tho lines of the Canadian reciprocity. RECIPROCITY WITH CANADA.
; President-Taft fixes April 4th as the date of the probable calling of the extra session of Congress to deal with Canadain reciprocity. The President has given up hope of passing the agreement during the present session.
FORTIFYING PANAMA,
The House of Representatives voted overwhelmingly in favor of fortifying the Panama Canal, and passed the preliminary fortification appropriation of three million dollars.
An amendment which proposed to a6k to secure neutrality by a treaty with the world's leading maritime Powers was defeated. The Republican and Democratic parties were sharply divided, and there was much cross-voting. The speakers asserted that the United States' imperative duty was to fortify the canal. The Senate is certain to adopt the proposal.
