In the Assembly Mr Biair, in moving the second reading of the Constitution Amendment .Bill, said disputes had occurred between the two Houses. The object of the Bill is to prevent the recurrence of such disputes. The Government was unlit to remain in office it it did not keep faith with the people in putting "the Bill in the forefront of the programme. If it was necessary to ueeure a two-thirds majority in another place, the Government would not hcsit&te in taking extreme measures, even if they were required to .appoint a sufficient number there to pass the measure.
