Complete Agreement.

(Received April 2, at 8.45 a.m.) MADRID, April 1. Complete agreement has been reached by the Moroccan Conference at Algeciras, and committees have been appointed to prepare a protocol. M. Revoil (Prance) and Count Tattenbach (Germany) agree that Spain shall police Tetuan and Laraiche, a mixed French and Spanish force at Casa Blanca and Tangier, and the French at Mogador, Sail!, Mazagan and Rabat. The agreement is for a period of five years. The Bank of France receives two shares of capital in exchange for the cession of right of preference, making France three shares and the rest of the Powers one.
