The Kaiser at Tangiers

Btlcasse stated that agreements with Britain and Spain recognised France's special position in Morocco, but assured to all nations a commercial equality undor Morocco's treaties, which are intact. The AngloFrench treaty at the very outset was expounded to the Sultan, and as evidence thereof a loan was contracted with France. The Moorish Government realised tbe need of French assistance in restoring order and the execution of indupensable reforms. It had solicited help several times. Morocco was assured or France's good-will and was aware _of her strength. France was determined, without impairmg anyone's interest; to assure her fu*ure in the western basin of the Mediterranean.
