The Service of Militia Men Bill was read a second time in the House of Lords by 69 to 21. Lord Donoughmore explained that the Bill authorised the employment of mihlia abroad, in time of war while safeguarding the rights of the present militia. Lord Kelvin has undergone a serious operation. Mr Chamberlain states that Lord Salisbury, in 1902, was perfectly aware that Canada desired that advantage be taken of the then ixisttDg corn tax to give preference on imported wheat. Lord caliabnry made no objection to the discussion of the question. Me Lance, New South Wales Commercial Agent, referring to the Chronicle's cablegram attributing the decline in the'use of Australian leather in England to the leather being weighted with chloride of barium, states the decline in pbipments is a result of the drought opening up new markets. He declares that the leather now arriving given satisfaction snd there is a good demand for it. If tbe Commonwealth legislation provides guarantees of quality and weight with regard to all perishable products exported ie would be in advance of any ether country. SYDNEY. March 31. Owing ti the copious rains the prospects of the next wheat harvest Bra distinctly Rood. A full Court recently ruled th»t the Arbitration C( urt's dec'Bion, according preference to unionist?, was ultra vires. The employees affeoted by the ruliag have obtained leave to appeal agains6 it to the Bigh Court.
