WELLINGTON, October 21. In.the Legislative Council the Cook Islands Bill and the Local Elections Bill passed their final stages; and tbe Shops and Offices Bill the Mining Act Amendment Bill, and^he Public Officers Appointment Bill were read a second time.

The Licensing Bill was further considered in committee. Clause 55, exempting certain associations and societies from the provisions in regard to clubs, was retained by 13 to 2. In the House the whole of the afternoon was occupied with a diseussion'on the report of the Industries and Commerce Committee, on the West of England steamship service. The Licensing Bill-was farther considered in committee - and tbe clause relating to: the sale of liquor at Bellamy's was amended to provide that ho. liquor shall be sold on Sundays or after BJp.m. on week days. Clause 14,\ permitting the supply of liquor to bona fide travellers on Sundays waß struck out. The Native Land Bating Bill passed its final stages by 54 to 12.
