Hongkong, July 30. The foreign Ministers have notified the Chinese Envoys that the Powers have agreed on an indemnity of four hundred and fifty million taels (about £150,000,000). ; The indemnity is payable from the balance of the Maritime Customs, the native customs and the salt gabelle. China is also raising the import tariff to 5 per cent, dependent on the conversion of ad valorem into specific duties. The Chinese fear that the welcome accorded in St. Petersburg to the Thibetan mission is designed to strengthen Russian diplomatic action when the Manchurian question is re-opened.
