I HEBE BY tender you my sincere apology for the serious charges made by me against you at a meeting of the Manawalu County Council, on the 6th day of September, 1883. I freely admit that there was no foundation for them, and although the words then used by me hear a grave complexion, they were not so intended, being uttered by me m the heat of debate wiihout consideration.
