' CHRISa'CHUJRCH, Nov. 18. Mr David Jones, the Reform candidate for Kaiapoi, delivered his initial address last night at Rangiora and received a good hearing. After df-aling* with general topics, the candidate referred at length to soldiers' settlements, and-compared the cost of living in the Dominion and Australia. He opposed th.3 nationalisation of coal-mines favored dleotrical development, and supported the present education system, but said that the present military system should be wiped out and a reversion made to the Cadet system. The shipping monopoly should be brdken, even if the country established its own shipping line. ■
