TURCO-BULGARIAN TREATY.
NO POLITICAL ENGAGEMENT IMPLJRIX (Received July 26, 11.45 p.m.) LONDON, July 26. The 'Times's Sofia' correspondent soys that it is understood that the Tureo-Bulgatian treaty in connection with the Dedegeatch railway does not imply any engagement of a, political character. Bulgaria does not bind herself to remain neutral, or to permit contraband going to .Turkey in Bulgarian trains traversing _ Turkish territory. Bulgaria's frontier coincides with the course of the Maratza. and territory to the west becomes Bulgarian.
The correspondent adds that it is not likely that Turkey would agree to the concessions without f-;orrie political quid pro quo.
