She reports; that since the Japanese occupied Jaluit considerable improvements are noticeable. Businesses formerly in -the hands ot Germans are now run by .Japs. A steamship service between Japan arad the Carolines has been established., the coast has been surveyed by nn>vjsl experts, and the- reels have fo&etgt .marked with the Japasiefce flag.
