Chief-Inspector of .the Salt Department, on the ground that DanisK money was not included in the Six-* Power loan, hinders a settlement. The Chinese officials regard th« French obstruction as being due to a| desire to increase China's difficulties* and also to the interests of Russia's Mongolian policy.
