The Neve Fxeie Presse says that Russia was the real inspirer of the collective Note, as she desired to fortify her influence at Sofia in procuring Adrianople. France and Britain supported the Russian initiative, and Austria and Germany adhered reluctantly, wishing to prevent antagonism between the Triple Entente and the Triple Alliance, but they succeeded in eliminating forcible coercion.
