The Senate rejected an amendment inserted by th© House to the Defence Act Amendment Bill, iproviding that the pecuniary penalty be deemed a debt of the Commonwealth, and recoverable in the civil court. Senators objectedl to the Commonwealth's having power to attach the wages of defaulting cadets. The House discussed the Senate's action, but the debate was adjourned.
