The Treasury is empty,11 I and bankruptcy is stayed off only by ; small British and Russian doles. Past experience led Russia to/ oppose the summoning of the third Mejliss, which alone is capable of raising the essential loan. Britain's policy of drift is in- j i evitably leading to the occupation of ■ southern Persia. - :.
