LONDON, Dee. 29. Lord Milner, speaking at Cardiff, suggested the recommendations of Lord Rosehery's committ*© 'for the ■reform of the House of Ix>rds as the Unionist programme.
Lord Charles Beresford, in a speech •afc Portsmouth, complained that the 'Government had Tiot replied to lLord JMilner's. allegations. He added: "I 3rave several scandals as bad in Maek-•and-white; and wil publish ifa&m «f forced."
