Dr Golf, Governor of German Samoa, replying at Apia to a petition signed by German settlers for the establishment of black police, said that considering recent disturbances, he thought the fears of the settlers regarding their property justified, but could.not regard the method recommended as the norrecfc way to secure protection. The introduction of black police would result in Samoans losing confidence in the Government, and this would probably result in a general rising. He Avas in. a position to state that a-second cruiser would be stationed in the Soj^h Seas, and larger warships wcv.# probably call at Apia.
