The newspaper The Age, in an' article dealing with the condition of the city, says: "In all weathers, im all seasons, Melbourne persists in being one of the filthiest cities of the civilised world. During the recent wet weather the whole city at night was anointed with pure beastliness.. Collins Street was simply carpeted with filth."

The paper strongly denounces the citizens for tolerating such a state of things.
