Accompanying the notice issued by the Ministerial WhJPs for the reassembling of Parliament was a circular inquiring whether the recipient would be willing to attend the House until October, and whether, in the event of a holiday, he would be prepared to divide;it iiito a fortnight in -one month and a'fortnight in another. The Times protests against this attempt to arrange'batches of relays to <effect Ministerial purposes by exhaustion of the Opposition. It adds: "The 'Circular indicates a fine contempt for •the rights o!f the-constituencies, which •will be unrepresented and voiceless in :the House or "Commons for a consider:3ble portion itif the rsession."
