THE HARE SYSTEM. SYDNEY, May 11. Mr McGowen has returned from Tasmania, where he participated in the election campaign. He emphatically condemns the Hare system of voting, which he characterises as an absolute negation of the principles of manhood suffrage. It stands only for representation of minorities and various sectional ideas.
