"LEVEL DOWN."
MODERN CIVILISATION'S CREED.. LORD ROSEBERY PROTESTS. [press association.] (Received June 14, 4.28 p.m.) LONDON, June 14. Lord Rosebery, in a speech as Chancellor of the University of Glasgow, said that everything was being done; politically to swamp self-reliance and make it superfluous and ridiculous. Scotsmen had thriven by self-reliance ; their motto was "level up," while the creed of modern civilisation was "leveldown," and let the Government have a finger in every pie, probing, propping and disturbing. The result was that the nation was being taken incustody by the State. He pleaded for the maintenance of the sterling national qualities which meant somuch to Scotland m the past.
