THE BILL REJECTED. MELBOURNE, Oct. 3. • The Senate rejected a Bill proposing a referendum to amend tl\e Constitution *in order to give the Commonwealth power to raise special Customs duties for its sole use. The ostensible reason was to provide money for old age pensions. The Government, however, declined to be bound to this purpose; and the Labour members, therefore, combined with the Opposition to throw the Bill out.
