LONDON, Oct. 2. Twenty-eight thousand miners in the Pontypridd and Rhondda districts have given notice to strike, owing to the employment of some 4000 nonunionists. GERMAN SHIPPING COMPANIES. BERLIN, Oct. 2. The Hamburg-American line is increasing its capital by twenty million marks, and the Norddeutscher Lloyd's are increasing their capital by twentyfive million.marks. THE AUSTRO-HUNGARIAN ARMY. VIENNA, Oct. 3. In connection with the Landwelfr, Austria-Hungary is creating fifteen new artillery and fourteen Howitzer regiments, raising Austria's proportion of artillery regiments. The movement will be spread over four years, for Budget reasons. [The Landvvehr is that part of the Austrian army which has completed the usual military service and is exempt from duty in time of peace, except that it is called out occasionally for drill.
