THE DUKE OF DEVONSHIRE'S SUCCESSOR.

ADDRESS BY NEW SECRETARY

FOR THE COLONIES.

Received October 14,10.7 p.m. London, Ootober 14.

The Marquis of Londonderry succeeds the Duke of Devonshire as Lord President of the Council, but will con* tinue as Minister of Education.

Mr Chamberlain is confined to bed with gout.

Mr Ly ttelton, the new Secretary for the Colonies, in an address to his constituents declared himself in entire agreement with Mr Balfour and Mr Chamberlain. He said that preference involved a readjustment of the taxes on food peculiarly affecting the workers, hence there would be no proposal to impose preferential tariffs without further reference to the people.
