PARLIAMEMAEY NOTES.

THE MEMBER FOR WAIBAU ON THE BUDGET PROPOSALS. Wellingtow, August 9. Mr Buick has obtained another giant of £100 towards the construction of a track from Langley Dale to Bartlett's Greek, making the third sum he has received from Government for this work. Mr Buick made a very fine speech on 'he Financial Statement .this afternoon. The principal objection he took to the Budget was its financial aspect, and the fact that m the face of deficits and falling revenue not a single word was mentioned about retrenchment m the public service. He spoke at some length on this subject, and said that al though retrenchment Mas supposed to have taken place, public offices were as full to-day as ever. There was not enough self-reliance m the country, and if a large increase m the burden of taxation was not to take place local bodies mubt look to less assistance from the Government, and the public must expect less favors from the Government. The sources of the Public Works Fund was gradually .disappearing, and if a vigorous public works policy were to be pursued it meant the floating of a loan of considerable magnitude Resuming his speech after the dinner adjournment, Mt Buitik dealt with the Tariff proposals, and said he would not. support a single item of increase of duty on goods used by the working classes till he was convinced that all reasonable reductions inth* pub. ic service had been made. Mr Buick resumed his peat amidst genuine applause from all parts of the House The Leader of the Opposition, who spoke next, paid your member a great compliment for his masterly address on the potation of the Colony, and declared it was a speech that any member of the community might have be«n proud of delivering. He believed the hon. gentleman was perfectly sincere m his utterances.
