4, One of the most bepraised reforms of the Ballance Government has been the promised introduction of the Penny Post by Mr Ward. At the time it was suggested there were not wanting critics unkind enough to say that it could not be done, and that the colony could not face a loss of £60,000 a year at one swoop, but the more sanguine temperaments of the Premier and PostmasterGeneral prevailed, and the proposal was oarried. Alas, like the Land and Income Tax, it is not destined to come into operation just as was intended, for the Government have deferred fixing the date for bringing it into operation. It was intended that the new system should have commenoed to-morrow, but now it looks as though the Greek Kalends mil arrive before the much-needed reform. We feeel sorry for Mr Ward, because so much was expected from him as the one business man m the Ministry. The failure, however, brings into prominence the danger of trusting to the fads of the Premier. Victoria has had the penny post for some years, and is going back to the two penny, and New ' Zealand has just been stopped m time from taking a leap m the dark.
