It was stated by .the Engineer at the Harbor Board meeting, that the sand which had accumulated at the end of the breakwater was flattening down. The Chairman stated ( also that he had cabled to London to suppress the letters scut to the bondholders, re the Board not being able to pay their May coupons. No explanation was given. •
