THE COMMISSIONERS RESIGNATION. ; . MYSTERIOUS LETTERS. (UNITED PBESS ASSOCIATION.) London, Nov. 13. Sir Charles Warren's resignation was due to the attacks which have been made upon him by the newspapers m consequence of the helplessness of the police with regard to the recent murders. He had also been' officially censured for writing an article m Murray's Magazine defending the Department. Ah open verdict was returned at the inquest on th 6 last victim. The police and other people continue to receive letters signed "Jack the Ripper," admitting the murder and. threatening ■more shortly. Mr H. Matthews, the Home Secretary, m reply to a question m the House of Commons, reiterated his refusal to off er a Government reward for the apprehension of the murderer. The Press, cornmentinK on the resignation of Sir Charles Warren, suggests that Mr Matthews, Home Secretary, should follow suit, m favor of someone more capable of administering the Home De^ partment. A report is current that Mr H. Vincent, member for Sheffield, has been offered the Commissionership of the Police, rendered vacant by tha resignation of Sir Charles Warren, but the report is declared to be untrue. . .
