Sir Stafford Northcote, speaking at Winchester, said that he believed that the rectification of the frontier of the Indian Empire will probably be confined to a permanent occupation of Quettah. London, Nov. 13. The Czar has formally announced 'to the British Government that he intends fulfilling the Treaty of Berlin, and he has directed the imperial officials accordingly. St. Petersbubio, Nov. 12. The Emperor of Russia has assured the British Ambassador at St. Petersburg that he wishes faithfully to execute the Treaty of Berlin, and that it was only m order to bring about the desired pacification that he occupied the Turkish territory. GiLcrTTA., Nov. 12. General Biddulph has arrived at Quettah. AU the leading tribes of Derai Ismail and Dera Ghazee Khans, on the frontier, are exceedingly friendly. The Ameer of Afghanistan has ordered the Kandahar revenues for nine months to be realised m cash. He has also ordered 100 camel-loads of powder and ■hot to be sent to Kandahar and Cabul. Berlin, Nov. 13fch. It is said that Germany has decided to occupy the whole of the Samoan Group. Lord Salisbury has informed Spain that England is prepared to revise the wine duties. Turkey is appointing Delegates to rectify the Greek frontier and the Sultan is sending an envoy to Oabul desiring the Ameer to submit to England. Sydney, Nov. 14. The latest Caledonian news dated November 7th says a number of successful attacks have been reported to have been made against the Insurgents by the troops and friendly natives. Over 100 rebels are stated to have been killed and wounded. No casualty amongst the whites is reported.
