The Echo in the course of an article on the Chinese difficulty says, the colonies must firmly resist any display of shiftiness iu the matter on the part of the Imperial Government. Lord Randolph Churchill, speaking at Preston, denounced the incredible waste and extravagance of the Admiralty and the War Office, where a fatal chaos would reign in the event of war breaking out. The warships and fortresses were without guns, the rifles of the infantry were obsolete, and there was no reserve on hand. The Standard, on the Chinese question, says, that there is only one course to be pursued by the colonies, and if the Chinese immigration exceeds the necessities of the colonies they are old enough and should be strong enough to settle the difficulty to their own satisfaction, Paiiis, May 17.
It is reported that the Premier will move for the expulsion of General Boulanger from the Chamber of Deputies.
