Mr Gladstone’s motion affirming the desirableness of equalising charges on real and personal estate was rejected by 93, the motion being regarded as a party move. The motion for the second reading of the Budget Bill has been agreed to. M. Waddington, French Ambassador iu London, has appealed to Baron do Worms and Lord Salisbury, protesting against the proposed tax on bottled wines. He urged that the practice existing between France and England in regard to wine duties was most favorable to England, but added that if the proposed tax on bottled wine were insisted upon by the English Government, the practice would be terminated, and a reprisal might bo looked for. The Daily Chronicle states that his Holiness the Pope intends to prohibit Catholics from taking any part in the Flan of Campaign in Ireland.
Constantinople, April 24. It is suspected that Russia is intriguing in Macedonia, and in consequence of this, the Porte is sending troops and guns there. Washington, April 24.
M. Phelps, the United States Minister iu London, has been appointed Chief Justice of the Supreme Court in the United States, vice Morison li. Waite, resigned. The Hon Enticott, Secretary for War, will succeed Mr Phelps as United States Minister in London.
Berlin, April 24. The Emperor rose early to-day, and was able to transact business. Hopes are now entertained that ho will overcome the present attack. The Empress complains that the Berlin press is slandering the English physicians attending the Emperor. Tho Queen arrived in this city to-day, and was accorded a most friendly though informal reception. Paris, April 24. The Municipal Council has passed a resolution condemning the attitude and demonstrations of General Boulanger, and has agreed to a vote of confidence in the Eloquet Ministry. The students of the city have discontinued their demonstrations against General Boulanger.
